Model Answer

Some people argue that the government is responsible to provide public transport freely so people could commute when they require. I believe that the governments and citizens must collectively fund mass transportation so it could be improved and dependence on personal conveyance decrease.

To start with, the government is constitutionally accountable to provide better transportation because it is the life and blood line of communication and mass transit. More people would travel by mass transports if it is solely funded by governments that may help reduce air pollution and control the traffic congestion on the roads.  . In many countries, people opt to travel by buses and trains because they don’t have to bear the fare and they are encouraged not to use their personal vehicles.  Many people tend to use their personal cars and bikes when they have to pay for public transportation.

I believe that the expenditure on the development of public transportation should be shared by citizens so the governments don’t have to increase the taxes. This concept would assist governments invest in manufacturing more buses, trains, trams and metros and people could have many means of transportation. The total reliance on governments may influence the speed of developments of road and rail ways and other significant mediums of transportation.  I also think that handicapped and old age people may choose not to pay for commuting by mass transport.

To summarize, the governments and people should bear the cost of public transports so it could be improved and people willingly choose to travel by buses and trains run by governments. This would help people and governments in many ways.
